tilt and non-tilt with colum shift question

i have a 85 monte SS tilt colum (no shifter of course). My question is can I remove the tilt parts and adapt them to my non tilt colum for my 79 malibu wagon. If so how easy is it. Also how do I fix the horn there is no wire present when i removed the streeing wheel.

What specific parts are you referring to? Why don't you want to use the tilt column instead of the non-tilt? I'm currently using an '85 Monte SS tilt in my wagon.
As for the horn wire, there really isn't a horn wire per se. There's a spring loaded contact in the center with a short wire and connector at the end. Otherwise the column is pre-wired for a horn.

It is not possible to convert a non-tilt column to a tilt column by swapping parts. It IS possible to convert a column shift column to a floor shift column, but you need parts from the same type of column (tilt to tilt, fixed to fixed).
 
Agree, just use the tilt column. If wrong color, SEM it. There should be a horn contact lead wire from the horn button in the steering wheel to the directional signal canceling cam that is below the lockout plate. The wheel end of the wire is a clip, and the end that goes into the hole has a little round spring loaded plastic tube with bayonet t*ts that twist to release. There is a plunger and spring that contact the canceling cam and allows the horn to be grounded no matter what position it is in.
