timing questions

Well threw the timing light on it the other day, its showing past 12 advance. if i try to retard it at all it pops back through the carb when i test it out. Im pretty sure its because im a few teeth off, right? car has new crank with matching bearings, timing chain oil pump, oil pump drive shaft etc.
 
It may be a problem with the balancer. The balancer is actually two pieces with a rubber insulator in the middle. Over time the rubber deteriorates, and the center piece will shift, causing your timing marks not to be accurate. First thing, put the engine at top dead center. Pull your dist. cap off. The rotor should be pointing at the #1 cylinder(front driver's side). IF that turns out to be good, I would then check the balancer. Also, When you put the new timing chain in, did you make sure the cam gear and crank gear were dot to dot?
