What is the screen element inside the air filter for?

Also this, found behind the ecm kick panel.

Screen element possibly for additional filtration maybe...not 100% sure. The sensor with the connector looks like the map sensor....if it has a hose nipple on the bottom side then it needs to be mounted nipple side down with vacuum line attached from it to the carb.

Yes, it's has a hose nipple, though it doesn't appear it's ever had anything hooked up to it

Barometric pressure sensor.
The computer has nothing to gauge the MAP sensor against without knowing the atmospheric pressure...

The screen element inside the filter is a charcoal filter to trap escaping fuel vapors, just another measure for emissions to ensure the fuel system is well contained.
