Unplugged engine wire shocked me! What is it?

I was going over my 1987 MC LS's engine today, making sure all the hoses and wires were tight and clean, and I came across a white/off white wire with a brown clip in connector, that wasen't plugged into anything. It is coming out of the plastic encased wiring harness right behind the distributor. It is not that long, and seems like it would have to plug into something right around the distributor, but I couldn't find anything. So while I had the engine running, I hooked up a electrical testing light to it and it gave me a nasty little shock. Anyone know what this wire is or where it plugs into? The car is virtually untouched from it's stock state, other then an aftermarket stereo the PO installed.

Sounds like it plugs into the bottom of the distributor to the HEI control module. I believe it's the ground wire for it.

Yeah LeMansSafari is right, that goes into the HEI control module.

Ok sounds pretty straightforward. My next question is what, if any, issues could having this unplugged be causing? The engine overall runs pretty well, some rough idling, little bit of lag, maybe some missing. But overall pretty good. The lack of accelerator response was concerning me when I first drove it, but I just thought that I had to get used to the old 4.3 liter considering my other car is a 1972 Cutlass with a 455. Could the groundwire being unplugged be causing my little bit of voltage drop when I do anything electrical?

Ok there doesn't seem to be anywhere on, or under the distributor that this wire can plug into. There are 2 connections on the side of the dis. cap. One has a 2 wire connection that plugs into the coil, the other connection has multiple wire that all go into one of the main wiring harnesses. I looked all around the area and did not see anything. Any thoughts??
