unwarp a warped bumper?

I have a 86 GP 2+2 and the bumper is warped under the headlights. It's the yellow plastic and I'm a little hesitant to do anythign in fear of ruining it. I don't think it's a TPO bumper so heat won't work right? anybody got ideas?

Heat will help make the cover flexible enough to get it how you want it, then you can fiberglass some pieces behind it to help straighten it out and keep it straight, but it's not just going to pop back the way it was without some encouragement.
