v6 Stock MPG

Hi there. I have a '85 olds cutlass supreme v6 that is completely stock, except that previous owner changed carb to a mechanical one. I'm getting horrible MPG on city, 10 mpg is not uncommon. When I go on long rides it can go up to 15-16 mpg if steady speeds and no sudden acceleration. This is without even turning the A/C on!

The car has new tires and most suspension components have been replaced with new (also aligned without issues).
Has most of the maintenance items replaced with new (spark plugs, wires, air filter, etc.).

It is hard to start when cold, sometimes having to pump the pedal 4-5 times or else it will stall. Once it starts you got to let it warm up or accelerate slowly. If I press pedal halfway right away it dies. Once engine is warm it starts on first try without issues. It sometimes smokes if I'm at WOT.

What should I do to help increase my mpg? I'm happy if I even get 16-18 at city since I do most of my driving at low speeds and sometimes stop n go traffic. I want to keep the car as stock as possible and avoid expensive (100+) mods for now.

With the above stated carburetor being changed, do you know what size it was changed (may be to big for the car and is dumping too much gas into the engine) also, it may need adjusted and/or rejetted to smaller jets. Your getting less than desirable or stock mileage should considering even at stock mpg it never was great even when new.
 
Your milage sucks because you have no timing advance. Put the CCC carb back on it so the computer works properly OR get a non CCC distributor and keep your current carb.

Agreed. In a good state of tune it should get beween 14-17 mpg around town and 21-24 on the highway, provided you keep your foot out of it (very hard to do with an underpowered V6 in a 3500 pound car).
 
My first car was an 81 Cutlass with a 3.8 and I used to get around 22-24 mpg on the highway with a TH350 and a 2.41 rear screw. Albiet though it did have a Goodwrench motor in it with about 11K on it
 
My '81 Regal and my '81 Century wagon never did better than 18 mpg, even on long highway trips. Both had around 80k...
I wouldn't get the fellows hopes up either way lol...
