I need to machine the valve spring seats on my vortec heads what dia. does it need to be and how much material needs to be removed or can be safely removed.

Leave that to the machine shop. They will only take off enough to make the springs work properly. Springs aren't the vortec heads' major problem; it's the valve guide height.
You must have the valve guides cut down or if your cam has over .480 lift it will smack the top of the guides, knock the valve locks off, and then the valve falls into the cylinder and ruins everything!
