Wavy bumper cover?

x2 a friend used panel adhesive and aluminum channel scrap and it turned out nice. His panel was perfect before it went in for paint and all wavy when it came out so the bodyshop did this for him.
 
I think I will try some 2" aluminum, because mine doesn't sag between the mounting holes, it sags where the ridge at the top (if your looking at it from the outside) runs paralell with the backup light. I was thinking bend the aluminum (lengthwise) to an angle that would put pressure up, and probably the adhesive
