It's most likely a gasket leaking there. You'll need to replace the gaskets. Possibly replace the heat riser valve itself. Or completely delete the valve :idea:

if i take the heat riser valve out can i just bolt flange to flange with a gasket? or will i have to move that part of my exhaust closer to the manifold?
 
nevermind the last post lol i was reading and people have used camaro heat riser spacers since they never had a heat riser valve...anyone know where i can find one? and would the exhust flow better?

Hey just take yours out remove the internals fill the holes and bolt back in. Its a ball and cup design no gaskets easy....I posted a pict......
 
Just removing it is not so easy. The exhaust manifold outlet is flat, without the cupped end for the head pipe to seal against. The bottom of the EFE valve has the cupped end. So either fix it and use it for it's intended purpose, or either wire it open or remove the guts so the exhaust can flow. If it's leaking and making noise then either the shaft is worn enough to leak (unlikely) or one or all of the bolts are loose letting it leak (most likely). See the tracks on the dirty valve? Exhaust leaks. If you touch them expect them to break clean off so spend some time squirting oil on the bolts ahead of time and use anti-seize when replacing them. The EFE does make a big difference in cold weather and the Thermal Vacuum Switch that operates it can be had in various opening temperatures. Mine opens at 90º which is a bit early.

so apparently the vacuum part snapped off the bracket which was making the flap inside move freely...so since the only time i have to work on my car is at boces, i used mechanics wire to kkeep it open all the time until i can get a spacer or just get long tube headers and fab an exhaust at boces
