where does wiper selector switch lever on column install?

i have a 87 regal and i baught it not having a wiper selector knob/switch. I noticed a replacement has a long black wire with little wires in that where does this wire connect under dash to get wipers working?
 
Wipers do not run on that wire, that wire is for the cruise control system if equipped and working you can hook that wire up, otherwise, cut it off. The wipers are operated when you twist the lever end, which activates the internal switch located in the column.
