Whinning noise...HELP

try taking the alt belt off and see if is goes away. provided you have other belts to drive the water pump.

Power steerings usually whine(I don't know why) and water pumps usually grumble.

Hmm...mostly happens when I idle the car like I put it in park it tends to get louder and when I give it gas it tends to stop

Pull belts off one at a time and see if noise goes away. You can run long enough without the water pump running to see if noise goes away. Could be torque converter also
