Why does it smell like gas?

So I replaced the heater core on my 87 Cutlass and I sometimes smell a pervasive odor of gas. I feel like it usually happens when it's windy outside the car. Could this be fumes leaking/being blown from the engine bay through the heater box? Or are there other reasons I might smell gas?

Are you using the charcoal canister?

yeah, it's there...maybe it needs a new element?

It might, but I would check all of the lines for leaks first.
