Wire harness question???

I bought a 1983 Malibu wagon that has been hot rodded with the computerized stuff all removed. I am straightening up the engine compartment wiring and see a piece of harness hanging in the middle of the firewall behind the distributor. It has several wires plugging into what looks like maybe a relay and just hangs there from a leather strap. Am wondering what it is and if I can just remove it seeing how all original electronic stuff is gone. Any help???

I don't know what it is, if you unplug it does it affect anything and have you tested the wires with a test light?
 
I unpluged it and made no difference. It has no power to it now and I suspect that is because all of the ECM is cut out. Think I will just let it ride for now. Thanks for the responce and idea`s.
 
Throttle kicker relay....is commanded by the ECM, so in your case safe to remove it.
