Wondering if anyone knows what this connector is for

Wondering if anyone knows what this connector is for and this green and white wires that are spliced together in a 83 caballero

The colors say to me: wipers. Should connect to the in-the-column harness at the bottom.
 
There should be 5 wires in that connector. Missing is a black (circuit 150) ground. I wouldn't worry about the switch till you get the wiring sorted out. What's the mating connector coming out of the column look like?

I can't find a mate for it that's the problem I think the column is from a different car I got it apart but I don't see any wires for the spot the turn signal stalk goes into the only wires are for the turn signals thing
 
I noticed your car has a floor mounted high - low beam switch which it did not come with. SO yea someone has been messing with it. Take a pic of the column?

That switch was hooked up for torque lockup they had the car set up for a drag strip

Is that a CLUTCH pedal I see?!? WOWSERS! That column can be from an early car that had the wiper control on the dash. Also, the 1983 system should be negative ground. That means the wiper switch is the ground for all the functions. The wiper motor itself is 'hot'. The black ground wire is critical. Just know that parts are HARD to find for this system.
