Call it a thought experiment:

Lets say we wanted 300 hp out of a 307 vin 9 that would pass a tailpipe emissions test (forget about California).

Pretend we have an unlimited budget (I don’t, but we’re pretending).

Further assume we want a generally stock and 80s period correct appearance (so, no highrise through the hood, no ls fuel injection.

How would you do it?

PS-Lets go ahead and stipulate 1). This is crazy! 2) it costs too much! 3) chevy is cheaper! 3) LS is more reliable! Etc etc etc.

Can it be done, and how?

easy and cheap way is nitrous you can reach your goals and hide it very simplify. 300hp isn't hard to get with a 307 tune it right and don't over rev it past 5k

Lets further stipulate no nitrous. And no turbocharger, supercharger, intercooler or rockets strapped to the back. :)

Just the original iron small block as god and General Motors intended.

Use a dual plane spreadbore aftermarket aluminunm intake that accomidates the quadrajet carburetor and paint it to match the rest of the engine, have the stock cylinder heads lightly ported and polished on the intake/exhaust runners with the combustion chambers cleaned up, at least 9:1 compression, remove the pressed in rocker arm studs and replace it with screw in studs, use a slightly aggressive hydraulic roller camshaft set up with roller tip rocker arms and use the stock looking GM HEI ignition system with all new parts and an advanced recurve.

I agree with all of your final points.

As a purely theoretical thought experiment, yes it's possible. 1hp/in³ isn't all that hard if emissions and cost aren't an issue, regardless of displacement or number of cylinders. To oversimplify it; Give it some compression, let it breathe, and keep it together.
