Shift at 4k going into second and 5500 coming out of second. I have a 700r4 and 3.42 gears.. I have about $1500 to dump into it..

What converter in the 700? What gear out back?
Another $500 to that budget and you could be flying without major changes, 3000 stall, 4.11 gear, Profiler heads, RPM intake, 275DR and your in the 12's.

3.42 gears. I'd go 4.11 but I drive the car about 40 miles a day for work. And it already needs 93 octane which is about $3.89

With a 4.11 and a decent tire, ie: 275/60/15, it will likely get better mileage then it currently gets, it becomes a matter of efficiency, with a 3.42 gear and a .70 OD its likely lugging along on the highway unless your running a small tire or cruising at 70+MPH. Anytime you can keep the motor in its powerband it will be more efficient.
As for the 93, once you get alum heads on it that will be a non issue, the motor will want 14-16 degree's initial timing, 36* total, a top notch cooling system, ie: proper rad, fan-shroud combo and this thing will run on 87 all day.
And that's how you get your cake (fuel mileage on reg gas) and eat it too (low 13's)

Not sure.. it was running 13.9's and my dad told me to try those shift points and it ran two 13.7's right in a row. I was shifting at 5500 every time before that. I keep hitting 99. I would love to break the 100 mark. Also, I get wheel hop probably the first 40ft of the track.

As I said earlier, I think you will see some results shifting just over 5000. You've had one trip to the track - you need to work on you tuning. Sounds like suspension work and tires wouldn't hurt.

I'd like to figure out how to stop the wheel hop. But im also running a 7.5" rear so im not sure on what tires I can and cant run. Im only launching off the foot brake so I think I might be able to use some mild street radial tires.. currently researching on how to stop the wheel hop on the car..
