Both, the drain rots out the frame hole for the body mount bushing. This requires a frame repair washer welded in. The majority of G bodies will require the passenger side #2 to be repaired, its a widespread problem. After cutting the bad metal out you can either weld the washer in flat or on top of the frame rail. I welded the washer on top as the body mount hole is in a depression in the frame rail so welding on top helps to reduce the depression. I also rigged up a little gutter under the HVAC drain to divert water to the ground.

i'm gonna hope for the best with my ss only has 73k miles on it & owed it since 03'. i know bout the psgr side leak on the floor from the heater box.

Hopefully yours is OK, but it seems climate is the main factor.. My Regal had 87,000 miles and clean body mounting bolts, but the #2 body mount was still rusted out and I had weld in a repair washer. Took the front fenders off and then jacked the front passenger corner of the body up to fit a MIG gun in there.
