They are .010 over. The crank was turned .010 under a decade ago and was recently polished.

Small update post. The block is ready for assembly, the rotating assembly is balanced, and I have all of the parts. But: I mic'd the rod journals and rod bearings (installed in the rods) and I don't have enough clearance. Thus far the first three rods I've measured show less than .00075"...
