they're ll wearing red shirts but still have one blue car there 😆
It looks like the panels are powering a light on the back side of the poles. Also looks like a walking path behind the gaurdrail.
Not familiar with where the pic was taken but i seen panels like that around me powering small led lights on road signs.
He should be able to confirm.
