12v to the wire but no elec choke?

Edelbrock 750, bought it new, its about 7yrs old. I have no electric choke but am getting 12v right at the plug wire and the ground is good. Any idea's? Do those units go bad?
 
yes the coil inside can co bad,,,, should be same peoce as a quadrajet if ya got one laying around 8)
 
This happened to a friend of mine. Spin it in the direction to apply more choke. His wasnt spun around enough inside. We spun it two times and watched the choke blades start to close. Then we turned the choke on and adjusted it to where it was almost closed. 1/8 gap. Thats probably your problem.
