1972 455 Buick V8 in a 1986 Buick Regal, is it possible?

Thats how it was here in Ohio when we had to do them just have her tuned and pass the tail pipe. Give them what they want ie the money and you were on your way. Maybe not legal but I must have forgot to volunteer that information.

In my county, they often pop the hood and always use a mirror to check for cats. So a Big Block swap would get failed before any tail pipe test is performed. Some NJ counties also have spot roadsides tests, where they set up portable inspection stations for surprise testing for all NJ plated cars who happen to be driving on the wrong road at the wrong time.
 
If i did decide to do it, i wouldn't really care about inspection because there's a guy down the road from me and i could just pay the guy to pass me for inspection

If you got caught in a surprise inspection, he can't help you. They probably make you rat him out. Also you have to worry about him getting caught someday and he rats you out since NJ hunts for crooked inspectors all the time.
