I you decided to just paint the top half you could also go with a dark gray to give it a different two tone kind of look if that is something you might like.

Why don't you try getting it buffed if your on a budget.Laquer paint will buff up better than you think.Sounds like just the flats have faded.I think it looks pretty good already.
