A question about my fuses

So I was trying to clean up my cigarette lighter port, and my smoothbrain didn't think to disconnect the battery. A little spark happened and now this light under my dash is running consistently. When I pull that 30 amp fuse it stops, and the fuse is just fine. Any knowledge that can be spared?

There should be no 30 amp fuses in the fuse box, only 30 amp circuit breaker(s). The top one is supposed to be 25 amp for the A/C, the middle one is 25 amp for the wipers and the bottom one is 20 amp for the courtesy lamps /clock (which also supplies the lighter).

The ground out and the light staying on are unrelated.

The courtesy lamps do not use switched +12V it is always on, it uses a switched ground from the two door switches located in the door jambs.
