Another carb legal question

I emailed the bar editor or something like that earlier this week and he basically said that if it is not the same engine going in that came out then it is not a replacement. But the notes on their website talked about a replacement being something offered from the factory for the same make and model, which a 350 was. Seems contradictory but oh well. He also said that the ref has the sole discretion about what passes.

I think if I remember right the next section under appendix e their was something that described their weight classes. I don' have that handy but I'll go back and look.

So how about this idea. Going with a 350tbi from an 87 to 94 1500.

This says it is 50 state legal for that era of trucks. Can I make the assumption that since it is 50 state legal that I can drop it in my 79 and not be to much of a hassle with the ref?

Also my title has commercial on it so I believe itt is considered a truck in the eyes of DMV right?

Scoob - keep your fingers crossed help on the way

A new bill proposed by California Senator Ted Gaines (R-El Dorado) that would change the California smog exemption year cutoff from 1975 to 1980 passed through the Senate Committee on Transportation and Housing earlier this week. The next step for SB 1239 is to be approved by the Senate Committee on Appropriations.

Far less here than meets the eye. From the bill text:

"This bill, until January 1, 2019, would also exempt from the biennial smog check inspections all motor vehicles manufactured after the 1976 1975 model year but prior to the 1981 model year if the owner submits proof that the motor vehicle is insured as a collector motor vehicle."

As you can see by the edit, the legislature itself has trouble keeping track of the rules. But there's more ....

You could already get "collector" status for anything 35 years or older, that is driven some piddling miles per year. But 1983 is 35 years. So this bill adds years that are already covered. And you still have to abide by the "collector" thing, as you already do.

Makes you wonder what they smoke down there.

Anyway, that was two years ago, and I don't know that anything came of it. Why would they pass such a meaningless waste of paper? Seems like they'd sooner use the paper to roll something.

You know, the funny thing is, way back in the '70s the state commissioned a big study that came up with different ways of doing a smogcheck program, including something pretty close to what we have now, and basically just decided not to do it because the conclusion was it wouldn't really accomplish enough to make it worth the trouble and expense. Then for some reason other states picked up the idea, and finally the EPA decided to require California to do it. So in the beginning California actually had it right, and it wasn't the state's fault. How far we have fallen ....

Meanwhile, along the way study after study has been commissioned to report on how smogcheck is doing here, and time after time the answer is not too well but here's how you might make it better, and they keep trying to make it "better," and the next study says the same thing, and on and on ....

At least in Washington State you just have to pass a sniffer test on a dyno .No under hood inspection .and for only ten years after the manufacturer date.Its so nice to not have to go through that biannually .My 1981 El Camino SS passed with flying colors passed with a 290 HP 350 crate engine intsead of the stock 267 engine Performer intake and carb ,1979 HEI distributor instead of the computer controlled Q-jet and HEI.FlowTech "shorty" headers with true dual exhaust and Flowmaster three chamber mufflers .Not catalytic converter.. .

I've been thinking about migrating back up Washington way. I was born in Los Angeles but grew up in Whatcom County, and later lived in Seattle for a while. I've heard they don't salt the roads there, spray some kind of harmless liquid instead.

Maybe call it "daydreaming" rather than "thinking," lol.

We use some salt mixed with sand and other stuff .Not enough to hurt to hurt sheet metal, I grew up in the Skagit County and Oak Harbor .My dad lived up in Bellingham.,I live in Federal Way now. But I have work as a truck driver for various companies .Other than my time in the Marine Corps stationed at MCAS El Toro ,MCAS(H) Tustin. and Camp Pedleton and a year based out Okinawa ,And I have driven all over California as well.So I know both areas. It was always interesting that California has the most restrictive emission laws.But a lot the aftermarket speed parts are there.

So that was like 13+ years ago? The tailpipe standards up there must be pretty loose compared to down here, if that passed. 😱
