I use Duplicolor's adhesion promoter and have had good luck with it. Have used it on bare aluminum and stainless and the paint hasn't chipped or peeled yet. I got the Duplicolor adhesion promoter at a local Canadian Tire. Pretty sure you should be able to get it from any bodyshop/ paint supplier.
I think the only way to really remove chrome is to do it chemically, otherwise you have to paint it. The same with anodized aluminum trim if you want to polish it. I've tried sandblasting chrome valve covers and it was a no-go.
Sandblasting WILL remove chrome, but probably not your home sand blaster. I work at a powder coating shop, and I have sand blasted chrome off, though it isn't fun.
