S13 all the way. I have owned both, raced both, drifted both, worked on both until I went insane. The S13 chasis is much more flexible in how you can set it up and costs a ton less. The 86 is an awesomely fun little car but they have gotten to be to expensive for what they actually are. Granted if I found another for dirt cheap, I bought my last GT-S for $400, I would snap it up in a second.
