Are the rear brakes adjusted properly?
Given the rears are about 25% of the stopping power and get fluid after the front does, I wouldn't think that would be the issue here.

Don't play around with the rod length for the booster. Bleed the Master Cyl, re-bleed staring at the rear pax, rear drv then front pax and finally front drv.
