are carbs from California restricted in anyway or they same as any other

There is no difference.

depends on the year of the carb and the VIN. Earlier years for G body the CA carbs had the computer while the non-computer carbs of the same engine did not. So my 1980 Cutlass, being original sold in Oklahoma did not have a computer, while a 1980 sold in CA did have a computer. But because my car was transplanted to CA before I bought it I never knew you could have a computer in a 1980 until I ran across other CA cars with them.

p.s. there may be slight differences between Vin carbs. If you had a SBC vin computer controlled Qjet and a SBO Qjet there are different dashpots and pulloffs between them. I know for sure the H code in 1980 lacked the rear pull off that the other Qjets had.

CA cars went to computer control in 1980, the other 49 states followed in 1981, so all post 80 US G Bodies are computer controlled.

ok so i just have to make sure i buy a carb that isnt set computer controlled

If it is a 1980 model then yes. However if your car is an 81 or later then you will need a computer carburetor.
