First, call your police department, get printouts of the communication history and file a report.
Next, call his police department and do the same, if they tell you to contact your police department tell them you already did and you would like for an officer from their department to go over to the guys house with the information provided.
MAKE SURE YOU TELL THEM THIS GUY IS COMMITING ONLINE WIRE FRAUD FOR A LARGE SUM OF MONEY.

And finally call the Post Master and report wire fraud:
The definition of Postal Wire Fraud is: the attempt to procure money or valuables during which the U.S. postal system is used at any time.
This was commited, it is a felony no matter how large the sum is...

I've done all three with sucess, it was about 4 years ago someone decided not to send a crossmember... I wound up getting the refund from the deadbeat's stepdad, turned out the guy was screwing others over as well... his user name was weedahoe.
I think other's should have pursued CHRISCUTLASS in this matter... it's their fault they didn't and shouldn't complain because THEY DID NOTHING ABOUT IT...
