What numbers/letters are stamped by the valve stem? Also there should be a string of numbers and letters on the inside of the rim. If you can get those I can tell you what it is and the application or I can get pretty darn close.

The one set of numbers was 072315 I would have to look later for anything else

I went out a looked at the rim again in the center there is the Pentastar, 072315, T-1 and VA
On the outer edge of the rim is this one continuous number T17 x 4T DOT TOPY 7 28 15 C2.6 149AA USA
I am going to guess that the rim is 17 x 4 with a build date of 7-28-15.

I can't help with most, but i can tell you Topy mfg is the company who made the wheel. They have a plant in frankfort, ky and when i managed a branch for fastenal they were one of my biggest customers. They make steel wheels for many of the car companies. Also, they have their own foundry on site so they can closely control quality on the material.
To add to it....you're on track, should be a 17x4 cast on 7/28/15.

I completely forgot about Topy. Hadn't heard that name in a long long while. I was hoping that long string of numbers would have started with K4 as that would have told me that it was made where I work and then I could have told you anything you wanted to know about it. As is I can't tell you anything more than what has been said here.
