hey guys this is not a gbody question but If you want to know mine is hibernating. But my friend bought a parts car from a local scrap yard. The back has there stamp and then the guy who owned it originally signature on the back. Is there a way he can get it into his name or is this a lost cause? We have ownership in hand

Thinking just walk into your local Service Ontario and ask , he's just try to put the ownership in his name , correct ?
Not plated it .
Of course he will have buy ($25 )the used car package that list previous owners , and they may want an appraisal for tax purpose .
which can be had from the used car dealer that runs out of a trailer on the seedy side of town for $50 or so.
And what ever the cost is of a vehicle transfer is today , all for that green piece of paper with his name on it.

and yes it is a lot of B.S. , but welcome to Ontario.

.
...located at Marham Rd and Finch, northeast corner "so, how much you want me to value your car"?

Wow, the car is scraped by the owner and the yard sells the car along with the ownership. The car is still registered go the old owner so if anything were to happen involving that car the registered owner is still responsible.....

We bought the whole car as parts since it doesn't run or anything it was easier for us to buy the whole thing then take it apart at the yard. but I do have the owner ship with his signature and bill of sale he just never got the used car package

Wreckers have certain privileges, like dealers, they dont need to register vehicles under their name every time they buy a car. However they do have certain responsibilities if they are scrapping a car.

You need to find out the current Branding of that car, by taking the VIN to a Service Center and getting a used vehicle package. Technically the seller should always provide this. If the branding is clear (NONE, REBUILT, or SALVAGE), you should be able to register it. If its SCRAP, the car cannot be re-registered. There are some exceptions, but not under normal circumstances like yours. The ownership is not good enough, since you dont know how current it is. But the UVIP is always published with a date.

These are the brand types;

You will need an appraisal since there is no blue?black?book value for the car, and whatever the admin fee is these days. You technically dont need the UVIP since you have a bill of sale, so you could just try registering it and see what happens.
