Carb Noise

Does anyone know why a carb (2bbl rochestor) would make a chattering noise once the ignition is switched on? Its not the starter the car starts fine. The noise continues even when the engine is running. not a valve either. Happens when power is turned on BEFORE the car is started. I know its electrical but why does it do that. Btw its a replacement and a hose was forgotten. The small one that goes from the right side to the lower part of the carb. I'm going to tell the guy when I go to payoff the job. I'll get some pix as some as I can get a cam to use. :x
 
I have a 3.8 in a cutlass that does the same thing it clicks continously for about 30 secs to a minute when the ignition is switch on. I never even gave it a second thought because I'm soon going to replace the engine but that is curious that other vehicles do it to.

I'll let you know after friday when I have it checked. I think its a vacuum issue. I to want to swap the engine out but for now its my a to b car.
 
The Quadrajet in my 87 GP does the same thing. Just a steady clicking from the carb for about 15 seconds after the key is turned on. I've always assumed it was supposed to do that, sine it always has.
 
The noise yer hearin is the anti dieseling stepper motor. The little one wire motor in front of the throttle linkage.
