Be more specific.
 
With vacuum secondaries at idle with the air cleaner off if you snap the throttle quickly you should see some movement from the top of the secondaries. If in doubt they work at all you can also hook up a hand vacuum pump to the vacuum line going to the secondaries and actuate them that way also.
 
There is a small plastic cam in most Quadrajets that opens the secondary metering rods when the vacuum operated plates open. If it is broken or missing, the secondaries won't get fuel and there is very little power.

If the secondary cam is your problem, you can find one on eBay. It is item 161020196240. It sells for $4.95. The people (Mountain Man Fuel Systems) that sell it are also very good at rebuilding Quadrajet carburetors. I bought one from them and installed it. My "Check Engine" light and rough idle problems were over.
 
i was testing them parked. i would snap the throttle and they would barley open when the engine was close to redlining, i found what seems to be a vacuum line that is plugged coming out of the front of the carb. could that possibly have anything to do with it?

That's normal.
