Wow, that's some rust. But don't fear, anything is fixable. Having worked in a body shop for going on 7 years, we largely prefer panel bonding adhesives over welding. Why?
1. Weld filler metal has a tendency to rust faster than the surrounding metal, increasing likelihood of a comeback. Glue doesn't rust.
2. It is faster and less messy and has the same or higher tensile strength as welding.
We use Lord Fusor brand adhesive. It works great, we haven't had any comebacks for rustouts or failed adhesive.
