The spring rate should never be based on the engine alone. It is calculated by the ride you want and the what handling you want out of your car. The spring rate also has nothing to do with the ride height.

You are absolutely correct that it is should not be based off engine alone. If you look at Vi-king's online catalog they do go in depth on how to determine the springs that you need http://magazinevolume.com/12765BF/#/20/ but they also have made pre-determined kits for G Body on the handling characteristic that you are looking for. They break them up into the following:

xtreme-light

Drag

Handling

xtreme- heavy


Theses are also broken down into if you are running a big block or a small block so there are a total of 8 possibilities
