I have a quick question about SEM interior paint. Will the brown cover over a black dash cap or will the black bleed through / darken the color?

I am about to pull the trigger on a dash cap, and if I have to buy the interior dye to make sure the new and old dash are the same exact shade, I might as well buy the cheaper black dash cap and paint it myself since the dash is out of the car.

I can only speak to the quality of the SEM. I painted a horn button that was bright red to the maroon/burgandy. After about 4 coats I was happy. It came pretty close to matching the original color.

I have only ever used SEM and have done many light over dark pieces, my Monte has a couple pieces that were black and are now camel color.
Besides you would be using a adhesive promoter on the original part first that would sort of act as a primer.

You should have no problem. I have used it also on multiple colors going to 84 light blue and 83 maple and never had a coverage issue. Multiple light coats is the best method.
The blue wheel used to be gray and the maple one used to be blue
