His problem has nothing to do with fuses if the dome lights work with the head light switch. A blown fuse would mean they would be completely dead. My vote is still for a failed dome light delay box.

Your car like many of the 78-79 Malibus most likely has a failed dome light delay module. This is an orange box under the left side of the dash. These are no longer available and from my own experience the seven that I have here are all bad. I went through this several years ago on my own car and ended up just by passing The box.

Can i make a bypass so that when i open the doors the light go on and off by closing the door immideatly?

Yes. You have to jumper the wires and by pass that box.
