Dualjet carb problems

I'm not sure if it's an issue with the ECM or the carb on my car. This is a Dualjet on an '83 231 V6. When I start it up cold the idle is too low for it being cold and often dies. There seems to be no high idle as the Q-jet in my Caprice had where you would have to manually kick it down. If I try to depress the pedal to idle faster it will flood when I release the pedal and stall out. It will run very rich until it's warmed up. Time for a carb rebuild or should I look at something else? All sensors work.
 
The ECM has nothing to do with the idle, it sounds like the carb will need a rebuild. Also check for any vac leaks before pulling the carb off.
 
Sounds like the choke coil is busted. It's that big black round thingy on the pass side of the carb. 3 screws or rivets hold it on, but just loosen it and rotate it. First mark the setting so you can return to it, and see if the choke butterfly opens/closes as you turn the housing. If not, and the linkage is OK, it's probably shot. They cost some $$$ lately but I get them off old CCC carbs that friends toss my way. If it does, then rotate it so the butterfly closes when the motor is cold, then check the fast idle screw underneath and see why it's not holding the throttle open.
