Edelbrock Carb question

I have this edelbrock carb on my 1985 Cutlass Supreme 307 Engine. This lever stays stuck when accelerated is it suppose to do that? because when it does I get a really high rpm or idle. Any comments appreciated Thanks in advance.

check the choke thermostat and choke flap for proper operation

choke closed when cold? open when hot?
 
It looks like the fast idle cam. When the choke gets warm enough, and you tap the gas the arm will move down to place the carb in low idle. When they get gummed up they won't move down causing it to be stuck on fast idle. Try spraying the crap out of it with carb cleaner, and see if that frees it up. also spray the choke and linkages while your at it.
