Can i hook the electric choke wire up to any wire that is on when the car is running or does it need to go to a specific wire? And i was wondering that if you connect it to a wire that is on when the car is on, wont the choke always be open? sorry if this is a stupid question

Just get a fuse tap and run it into an "IGN" empty spot on the fuse block. Doesn't need anything other than a circuit that is off when the engine is not running.

Just don't use the coil's power wire and you should be fine.
