These laws?? are state generated and vary from state to state. Diving without a license for example is NOT against the law. (Check this out yourself, there is no federal law stating that. The only fed laws are seat belts, driving drunk, and vehicle safety issues.) Yet at the state level, they can do what they want and we are screwed.
Under suspension is mandated by the Courts and also DMVs (who because of lack of knowledge by us are connected to the courts and law enforcement.) So the authorities use the DMV and vise versa. I do agree that once a accident has occurred,or any kind of personal property damage, it should be able to be raised to felony status. They have been many who have gotten away with vehicle related crimes.
But IMHO, it's a fine line and should be more clearly stated and divided. Disobeying a court order goes without saying, but a DMV suspension should not be a felony in no kind of way.
