It's true fiberglass bumpers aren't the greatest idea on the street, but as long as you retain the steel (or aluminum) reinforcement it's not as bad in my mind.
It's the folks with fiberglass roll-pans and no reinforcement behind them that are putting themselves in danger...
The rust isn't horrible on the bumper so the reinforcement might be good. I'll look into those reinforcements with the fiberglass bumpers, I don't mind the chrome ones but the fiberglass looks a lot better IMO. dankoreproductions.com has the fiberglass bumpers for $162.00 for each not sure if you have found them cheaper but they have good prices.
 
I have had a fiberglass bumper for 10 year on the car it bolts directly to bumper supports not the reinforcement it is very strong. Mine has been hit a couple times no splits or nicks as long as your not playing bumper cars with it, you'll be fine.

I bought Danko bumper fillers a year ago they are not very good pieces in fact I would not buy them again very disappointing in quality and fit.
