it could be an attempt to draw out the pressure built up, some race cars have a pump to draw out the pressure so the rotating assembly will spool up quicker
 
the G body came with 2, the pcv on one side and the breather that went to the air filter container on the other valve cover
 
Okay so when I got to work today I was letting the boy I work with read the post so far because there is some interesting info posted. He informed me that his uncle was running 2 pcv valves that was connected to a catch can before it went into the carb. He had a vented oil fill cap kinda like the one I have. Could I do a set up like that on mine?
 
PCV valves come in different flow rates. It isn't uncommon for aftermarket replacements to have more flow than OEM. You want to look at the letter stamped on the valve pintle. F stamped PCV valves flow more than the ones marked E.
