So why assumes some rust. If there is rust, why bother to remove from the car and who would buy a frame with rust?

Better to modify a frame you have to fix body mount holes or rear frame rails on over a pristine frame, IMO.
But it’s mostly being in the rust belt, rusty frames are all there is unless you get really lucky. Even then the design flaws of the firewall body mounts usually result in the frame rusting out.

I've seen $200-300 on www.carpart.com in the southwest. I need to get off my *ss and snag one for my dad's car as that's an integral part of motivating me to making his car safe and functional again.
