I second that; gut the cat and make a fake cat for its place. Seriously though, I am siding with the guy who was leaking gas. That bad of mileage and no leaks means the car must have been running horribly, and you didn't indicate that.
Make sure the gas can't escape around your cap when it is sloshing about...
A buddy of mine years ago had an 80s Charger. It started running like crap and getting really bad fuel milage. Then one day the engine just died. They took it to several mechanics, spent well over $1000 and no one could figure out what was wrong with it. It turned over fine, had gas, and spark. Then before they junked it they tried one more mechanic. He discovered that the problem was that his cat was plugged. Bypassed it and the car ran better than ever before.
