Keep in mind, depending on the powder coating, installing them MIGHT screw up the thread coating area tightening the nuts. So you may have to touch them up where they extend through the nut. Just throwing that out there.

I'd probably paint them myself as the threaded part is about the only part you'll readily see when installed, if you see them at all from under the dust shield. If you use bright zinc or even chromed shims, that's more likely what people will notice. But, I'm not into all that bling stuff, so don't even listen to me.
 
A good alternative to powder coat for thing's like hardware especially is a coating called cerakote.it originated as high temp firearm coating that is really thin and stands up to these underhood environments. I've had stuff powder coated in the past and I believe it has its place but when it comes to threaded or something that is knurled for a press fit like the bolts into upper chassis ears,powder coat can be kind of a pain. With the cerakote there's no need to remove anything from the threads because it's so thin the hardware goes together without issue and there's no worries about removing any coatings or masking beforehand for fit purposes etc.
