Got a chance to go back to speak with the owner. Took a couple more pics. Knocked on the door a few times no answer.
Spoke with a neighbor. No one lives in the house. They said the owner just stores the car there. The person I spoke with does not know the name of the homeowner.

You can find out the name of the property owner through public records. You may even be able to find out what their contact information is.

I'd also check with Florida's vehicle abandonment laws. Here in GA, if someone leaves a car on your property over a certain number of days, you're allowed to take over ownership. This might be something to think about if the homeowner doesn't know anything about the car including who it belongs to.

Did you find out from the neighbors how long the house has been empty and who last lived in it?

As far as value; what would you offer for this
Depends on what the underside looks like. One good thing is that its sitting on pavement but either way moisture will get to it eventually. I would talk to the owner and see how he feels about the car. If he watches Barrett Jackson and knows how rare it is you wont get it for a good price and it will probly sit there until it rusts in half.
