headlight cover thingys??

so i went to a car show last night, and after looking at a monte for a while, noticed that it had chrome covers over a little less than the upper half of all 4 headlights. what is the purpose of those? looks, or does it project the light in a smaller path, in turn making it brighter? i'm just curious. there were a lot of nice cars there. one of the things that made me mad was a 442 convertible in very good condition, but it had these horrible looking flashing led strips under the doors. Why? its a muscle car, not a civic. there was a 84 cutlass for sale for 4,000 something, 350 w350 turbo, ford 9", all black, needed some body work though. saw an awesome burnout by a 69 el camino, but my phone only got the first 3 seconds of it. DOH!!
 
Those headlight covers are for looks only... were popular for a little while in the 70's... not my thing. If anything they will strictly block light output.
