Just realized I didn't answer your question with respect to the vacuum switch you posted a link to. No, that's not the switch. The mode select switch inside the car operates on vacuum. The switch itself is replaceable seperately from the the HVAC control panel.I have not a detailed wiring diagram..
but all I know is that I have 1 always hot wire and 1 hot on ignition wire going to the relay and then the purple wire going from the relay to the motor is always at 0V.
but what is strange is that the voltage on these hot wire doesnt change if I put on high speed or low speed..

Usually when the mode won't change, and the air only comes out the defrost vents, it normally means there is no vacuum at the mode switch inside the car. You should have a hard pink or purple vacuum line that passes from inside the car to under the hood on the passenger side, under the heater a/c case. From the factory, that vaccum line is connected to a plastic sphere (vacuum canister or reservoir) near the heater hoses. That sphere is then connected to manifold vacuum.
If you have vacuum inside the car at the mode selector switch, then sometimes that switch leaks vacuum.
