chevy hei modulator ,is it posible for a modulator not to work at 100 % the way it should ?

Definitely. Any electrical part is prone to not working correctly. (bad connection, moisture ....)

true ...just wish it was easyer to pin down the issue .car just giving me Multiple symptoms.

burning rich with old and new carb (black smoke),little stumbles at idel and at at around 2k it brakes up under load,seams to be more when it gets hotter .cant tune q-jet right with all this going on.some signs tell me carb the other tells me hei system ...i have new plugs and wires cap and rotor look good,new rebuilt q-jet,timing is spot on 10deg no vac as per my cam spec .

I would go for the distributer itself. Mine did thingd like that as well after a tune up and carb rebuild, distributer was original to the engine with close to 190K. I put another one in and blam it runs like a top and no issues. The module either works or it doesn't. I had 2 fail since 1987, would drive the car and park it. Both times I drove the car somewhere and parked it and went to work. Come out to go home and nothing......

You can get HEI distributors cheap enough, I would just replace the whole unit.

A control module and condesor set is cheap and takes 5 min. to change. I just swaped my cc dizzy for an HEI and for cheap insurance and peace of mind I put in a new module I think it was around $20 for both pieces at napa. 😀
